DeWayne A. Nelon has been named president and CEO of Ortiva Wireless. Nelon will succeed current president, CEO and company founder Sujit Dey, who will continue with Ortiva as chief technical officer. Nelon has over 20 years of telecommunications industry experience. Previously he was president of North American Telecoms for LogicaCMG.

Mark Kagan has returned to San Diego-based commercial real estate brokerage firm GVA IPC as vice president. Kagan has 20 years of commercial real estate and asset manager experience. He initially joined GVA IPC in 1986, serving for five years as a sales agent.

Invitrogen Corp. has named Mahendra Rao vice president of research for stem cells and regenerative medicine. Rao has published more than 100 papers on stem cell research.
